Plasti Fab - Air Permit


We invite you to comment on the draft air quality permit for Plasti Fab.


Plasti Fab produces expanded polystyrene foam for custom protective foam packaging and commercial insulation systems. The production process involves expanding polystyrene beads with steam, aging the expanded beads, and molding the beads with steam. Volatile organic compounds (VOCs) are released to the environment through building ventilation at various stages of the production process. Steam used in the process is provided by three boilers that burn natural gas, these boilers also account for some emission of pollutants from the facility. 


This is a permit renewal for Plasti Fab. Volatile organic compounds, which are emitted from the polystyrene beads, are the main pollutant of concern. There have been no significant changes made to the facility which affect air emissions. The facility has a history of following state and federal emission regulations; therefore, this permit simply re-establishes the limits from the previous permit.


An air quality operating permit is required for certain existing facilities or the construction of new facilities that have the potential to emit a significant level of any regulated pollutant. The permit includes all requirements for operation and procedures, applicable rules, emission standards, monitoring, recordkeeping, and reporting. If additional conditions change and modifications are necessary, the MPCA may review and amend the permit.
